is the term "limp-raiser" the same as "check-raiser"?

No> a limp-raiser is someone who limps in before the flop and after someone raises behind him, the limp-raiser reraises when it gets back to him.

as the first to call after the flop, are you able to raise at that point and you don't (similar to a check raise) or not?

check raise..is when you have the hand..and are trying a slow play..or trying to represent nothing obviously...to draw in some action. A Limp-in..is when you stay or "limp in" cuz no one has raised..and you really have nothing..and then flop a hand..and now start raising, hence the limp raise. Your hand wasn't strong to start..so you just limped in because it was cheap. That is the reason you raise up strong hands right away..as to shake any possible limpers out of the hand..so they can't catch and beat you.

I haven't heard the term used much but Anvil has it right. It doesn't matter whether you are first to act or the 3rd person to act the idea is that you "limp" (meaning just call a bet) but when it is raised, you reraise and show aggression when it gets back to you.

The point here is that by your initial "limp" you showed weakness but after someone raised, you showed that you may have a hand. The strategy is used in two ways:

1) When you have a big pocket pair and looking for action. I may use this action in no limit to allow someone to make an initial raise then move all in when I have AA or KK or a smaller pair and looking to take the pot right there or isolate the initial raiser who presumably has a weaker hand.

2) In limit, this move may be useful if you have a powerful drawing hand like JT or KQ suited and looking for big multiway pots.
